Branch (representative) institutions, member units and cooperative training institutions of China Health Care Association:

On March 20, 2021, the Ministry of civil affairs and other 22 ministries and commissions jointly issued the notice on eradicating the breeding soil of illegal social organizations and purifying the ecological space of social organizations (MF [2021] No. 25), The Ministry of Civil Affairs has issued the notice on Further Strengthening the management of social organizations and Strictly Standardizing the behavior of social organizations (msghh [2021] No. 43) (hereinafter referred to as the "two notices"). It has made important arrangements for strengthening the management of national social organizations and strictly regulating the behavior of social organizations, and put forward the requirements for implementation. On April 9, the China Health Care Association held a special meeting for the president of the Council to seriously study and understand the spirit of the "two notices", compare the 2021 annual work plan of the association, find out the existing risks and problems, and study the action steps and implementation plan. In order to do this work well, the relevant issues are hereby notified as follows:

1、 Improve political standing

This year marks the 100th anniversary of the founding of the Communist Party of China and the beginning of the 14th five year plan for building a moderately prosperous society in an all-round way. It is also the key year for the Third Council change of China Health Care Association. All branches (representatives), member units and cooperative training institutions must improve their political positions, enhance their "Four Consciousness", strengthen their "four self-confidence", achieve "two maintenance", adhere to the correct political direction, public opinion guidance and value orientation, and ensure the healthy content, correct value orientation, outstanding positive effect and positive effect of the activities Get social recognition.

2、 Implement the main responsibility

All branches (representatives), member units and cooperative training institutions should pay attention to the following matters.

（1） It is strictly forbidden to connect with illegal social organizations. When all branches (representatives), member units and cooperative training institutions carry out activities together with other units, they must find out the real identity of each other on the websites of the Ministry of civil affairs and other government departments. It is not allowed to be associated with illegal social organizations, and it is strictly forbidden to carry out activities or provide convenience or platform for them in the form of CO organizers, participating units and supporting units.

（2） It is strictly prohibited to conduct any form of appraisal, commendation and Award activities. Branch (representative) organizations, member units and cooperative training institutions are forbidden to use meetings and activities to cooperate with relevant units, expand the original content without authorization, and intersperse evaluation and commendation activities.

（3） It is strictly forbidden to use new media platform to publicize illegal content. Tiktok (Branch), member units and cooperative training institutions should conscientiously study the laws and regulations of the state regulatory departments, strictly abide by the laws and regulations of the state, and not publish and publicize the contents of the new regulations (such as websites, official account and WeChat), which violate the laws and regulations of the state.

（4） Illegal charges are strictly prohibited. Branch (representative) institutions, member units and cooperative training institutions must charge fees according to relevant regulations of relevant national departments and associations and contracts signed with associations when holding meetings, exhibitions and training and other paid service activities. Enterprises shall not be forced to participate in various activities of paid services.

3、 Carry out self inspection and self correction

All branch (representative) organizations, member units and cooperative training institutions should conscientiously study the spirit of the two notices, and carry out self inspection and self correction on this year's work plan in accordance with the requirements of "six prohibitions and one improvement" in the two notices and the provisions of "one lecture, two forums and three meetings", so as to discover problems, adjust ideas and eliminate hidden dangers in time.

The association will supervise and inspect the branch (representative) institutions, member units and cooperative training institutions, conduct random inspection on the implementation from time to time, and report any problems found. If the problem is serious, the membership will be cancelled to contribute to the construction of a healthy environment.
